Before drafting a skirt pattern you need decide the length of the slit and where it will be: on back part or front part.

On each side of the center (back or front) line you need add aside 5-6 cm.

Make marking on both sides of vent.

The length of the slit will be 20-25 cm including the hem a skirt.

Now you need hem the skirt. First, serge the bottom edge of fabric.

Mark the width of hem line using ruler and chalk.

Fold the edge of fabric along marked hemline and press it.

Now we will be hemming a left part of vent. First, fold it, as shown.
